Character Speaks Louder than Grades

Is it ethical to accept a student into college based purely on grades? Why is there such a declining rate of college acceptance around the country? The reason is that colleges are only out to find the students who make them look better. Instead of accepting a student based on their character, they are more interested in what that students GPA is or how well they did on the ACTs or the SATs. Just because a student doesn't have the greatest ability to take a test or wasn't in the top ten percent of the class doesn't mean that he or she should be denied from college.
